NOC Board of Regents

MIKE LOFTIS (Blackwell, OK), Chair, is the CEO of Loftis & Wetzel Insurance (Blackwell, Edmond, Ponca City & Stillwater).  Mike is a graduate of Blackwell High School. He is a graduate of Northern Oklahoma College and was a member of the Roustabouts.  He has a Business Administration Degree from Oklahoma State University. He serves as trustee for Blackwell’s Industrial, Economic Development, Hospital Authorities, as well as the Blackwell Public Trust. He has served over 20 years on the NOC Foundation Board and was inducted as a NOC Distinguished Alumni in 2016. Other interests include developing Renewable Energy and Real Estate. Mike and Kim Loftis are strong supporters of education at all levels elevating high school student concurrent enrollment access. Regent Loftis was appointed by Gov. Kevin Stitt in 2023 to a five-year term as a member of Northern Oklahoma College Board of Regents. His term expires in June 2028.

BRADLEY FOX (Ponca City, OK), Vice-Chair, is the Director of Human Resources for Evans & Associates Enterprises, Inc. headquartered out of Ponca City, Oklahoma. Service has always been a strong and guiding influence in his life; after High School Bradley enlisted in the United States Marine Corps and then the Oklahoma Army National Guard, where he served his country for 14 years. Bradley was deployed for two combat tours: one in Iraq from 2007 – 2008, and another in Afghanistan from 2011 – 2012. Bradley attended Northern Oklahoma College in 2012, finishing his degree in 2015 at Rogers State University with a Bachelor of Science in Human Resource Management. After his military career was finished, he still felt the need to continue serving his community where he is able, which has led him to become a board member for the Ponca City Chamber of Commerce, the Chair of the Community Development Committee, a Trustee for the Chamber Tourism Committee, and to complete the Ponca City Leadership Class in 2020.

Interim Regent Fox was appointed by Gov. Kevin Stitt in 2021 to a five-year term as a member of Northern Oklahoma College Board of Regents, pending Senate confirmation. His term expires in June 2026.

SANDY MULLIGAN (Tonkawa), Secretary, is the retired CFO and Co-Owner of Tonkawa Foundry, Inc. She graduated cum laude from William Woods University in Fulton, MO with a BS in Business and a BS in Equestrian Science.

Sandy is a life-long resident of Tonkawa and has worked with many aspects of the community and trade organizations including: Tonkawa Public School Board Member, Certified Cities Economic Development Program Chair, Heart in the Park Tonkawa Board Member, American Cancer Society Relay for Life Chair, American Foundry Society National Board Member and Cast Metals Institute Chair. Regent Linton was appointed by Gov. Kevin Stitt in 2024 to a five-year term as a member of Northern Oklahoma College Board of Regents. Her term expires in June 2029.

JAMI GROENDYKE (Enid, OK), Member, is the owner of JRG Appraisals, LLC. She is an alumna of Northern Oklahoma College-Enid with an Associate Degree in Science and was a member of the first NOC Enid women’s basketball team in 2001-2003. Jami went on to obtain a Bachelor’s Degree in science from the University of Oklahoma. She has worked in youth athletics and health promotion in the Enid area since 2006. Regent Groendyke was appointed by Gov. Stitt  Her term expires in 2026. 

ANDREW “DREW” EWBANK (Enid), Member, is a native of Northwest Oklahoma and a founding member of Ewbank & Hennigh, PLLC. His firm serves clients across Oklahoma, with a focus on Northwest Oklahoma, in areas including real estate transactions, estate planning, probate and trust administration, personal injury, and business law. Drew earned a BBA in Economics from Oklahoma State University and graduated cum laude from Oklahoma City University School of Law. Before entering the legal field, he served as CFO of a wireless internet company serving rural Oklahoma and Texas.

Drew is actively involved in civic and professional service. He is President of the Chisholm School Board, Chair of Youth Leadership Oklahoma, and serves on the Executive Committee and Board of Directors for Leadership Oklahoma. He also chairs the Garfield County Industrial Authority and founded the Enid Cash Mob during the COVID-19 pandemic to support local businesses. His past board service includes Youth and Family Services of North Central Oklahoma, Greater Enid Young Professionals, and the Grand National Quail organizations.

Drew has received several honors, including Enid’s 10 Under 40, the Journal Record’s Achievers Under 40, Garfield County Outstanding Young Lawyer, and the Ann Overstreet Pro Bono Award for his work with veterans.

Drew and his wife Ashley, live near Enid and have two sons, Baylor and Wade. Drew is an avid hunter with experience across multiple states outside of work. Regent Ewbank was appointed by Governor Kevin Stitt in 2025 to a five-year term as a member of the Northern Oklahoma College Board of Regents. His term expires in June 2030.
