Assistant Director of Human Resources – Tonkawa

SUMMARY:  

Reporting to the Director of Human Resources, the Assistant Director of Human Resources supports overseeing and managing various Human Resource functions. This role combines the strategic and operational functions of Human Resources with the critical responsibilities of managing payroll and employee benefits for all employees of Northern Oklahoma College.

ESSENTIAL DUTIES AND RESPONSIBILITIES include:

  • Supervise positions of Staff Assistant to Human Resources, Payroll Officer, and Benefits Coordinator. Serve as backup for positions during absences.
  • Coordinate Human Resource information for myNOC and the Human Resource website.
  • Service as primary contact for Workers Compensation and FMLA. Process Workers Compensation injury claims and Family Medical Leave Act (FMLA) requests.
  • Serve as Oklahoma Teachers Retirement System (OTRS) point of contact. Complete processes for retiring employees including completing Employee Retirement Verifications or information requested by OTRS.
  • Oversee insurance consortium and retiree/employee benefit programs.
  • Manage Benefit Coordinator’s communication with the OKHEEI insurance coordinator and Insurance Broker of the OKHEEI insurance consortium.
  • Attend Monthly OKHEEI insurance consortium meetings.
  • Analyze and interpret monthly publications and emails on employment regulations.
  • Accurately complete state and federal surveys and reports including: IPEDS, Faculty Salary Renumeration, UDS, and annual OTRS service credit.
  • Prepare fiscal year reports for auditors.
  • Print and verify W-2’s, and submit to the Social Security Administration.
  • Provide W2 file to Controller for submission to Oklahoma Tax Commission.
  • Determine Service Award recipients and compile listing.
  • Maintain job manual for position with regular updates to describe processes when substitutions are needed.
  • Submit state reports including Open Books; monthly and quarterly OESC.
  • Assist with disciplinary action; grievances and conflict resolution.
  • Manage the Payroll and Personnel Modules of Jenzabar J1 software operating system
  • Attend professional development pertaining to the J1operating system
  • Assist with ensuring accuracy, compliance and employee satisfaction
  • All other duties as assigned

EDUCATION and/or EXPERIENCE:

Assistant Livestock Judging Coach – Tonkawa

SUMMARY:

Northern Oklahoma College Division of Agriculture & Biological Sciences is seeking a Assistant Livestock Judging Coach on the Tonkawa campus. This part-time position will be a 10-month, 30 hour per week appointment that includes a benefits package. Considerable time and travel requirements can be expected in this position, with availability on some evenings and weekends. Minimum requirements are a bachelor’s degree in agriculture and collegiate livestock judging experience. A master’s degree is preferred. Applications will be considered until the position is filled.   • Recruiting of NOC students and Livestock Judging Team Members, including tours of campus and agricultural facilities and booth representation at various recruiting events.

Areas of Knowledge and Expertise Include:

  • A thorough understanding of the livestock industry and format of livestock judging contests.
  • Prior livestock judging experience at the collegiate level.
  • Must be an effective recruiter and should be able to develop good working relationships with potential students, livestock producers, and supporters of the program.
  • Strong communication, interpersonal, instructional, and organizational skills.
  • Bachelor’s degree in an agricultural field. (Animal Science, Animal Production, or Meat Sciences, preferred)
  • Previous teaching experience is a plus.
  • Clean driving record.

Assistant Vice President for Financial Affairs – Tonkawa

SUMMARY: 

Reporting to the Vice President for Financial Affairs, the Assistant Vice President for Financial Affairs assists in all aspects of managing the daily activities related to financial affairs for Northern Oklahoma College with campuses in Tonkawa, Enid and Stillwater. Confers with and supports the Vice President for Financial Affairs on financial matters, while maintaining strong, positive working relationships with all college departments. The Assistant Vice President must have the ability to represent the institution to a variety of constituencies, and must significantly enhance support for the college’s needs.

ESSENTIAL DUTIES AND RESPONSIBILITIES include:

  • Assists the Vice President for Financial Affairs in planning short- and long-range operational matters for a multi-campus community college.
  • Assists with the interpretation and application of legal mandates, federal and state regulations, policies, procedures, and guidelines pertaining to Northern Oklahoma College.
  • Responsible for the accumulation of data to support the development of financial analysis and budgeting, including the preparation, of quarterly/monthly financial performance measures regarding revenue and expenditures.
  • Performs fiscal analysis, audits, budget preparation and control, and product and services assessments.
  • Assists with planning, coordination, direction and management of the functions and activities of the fiscal services units including payrolls and human resources, financial aid, and fiscal record management, and student financial accounts.
  • Assists with planning, organization, and direction of contract management, risk management, affirmative action, and auxiliary services.
  • Ensures the effective and efficient operation of the procurement systems and processes related to the disbursement of funds.
  • Assists the Treasurer for the Northern Oklahoma College Foundation, Inc. with overseeing fiscal operations including management, investment, and security of all Foundation assets.
  • Assists the Treasurer of the Enid Higher Education Council, Inc.
  • Professional involvement in state, regional and national organizations pertaining to higher education finance.
  • Designs and presents formal presentations to internal and external stakeholders including but not limited to NOC faculty and staff, the NOC Board of Regents, NOC Foundation Trustees, and the Oklahoma State Regents for Higher Education.
  • Some travel required between campuses, to state meetings, etc.
  • Perform other duties as necessary to accomplish the educational objectives of the College and/or as assigned by the Vice President for Financial Affairs.

QUALIFICATIONS:

EDUCATION and/or EXPERIENCE: 

A minimum educational level of a master’s degree from an accredited college or university and at least five years of higher education experience in financial management or related field is required. Certified Public Accountant (CPA) certificate is preferred. Must be proficient in Microsoft Office applications and possess experience with institutional software packages (ERPs). Experience with J1 software preferred; ability to learn J1 software required.

Director of Purchasing-Accounts Payable – Tonkawa

SUMMARY: 

Reporting to the Controller, the Director of Purchasing/Accounts Payable is responsible for all aspects of supervising, processing and managing daily activities for the procurement for purchasing and accounts payable for Northern Oklahoma College. The Director of Purchasing/Accounts Payable is also responsible for ensuring fiscal compliance with NOC policies and procedures, state and federal regulations and statutes. Confers with and supports the Vice President for Financial Affairs and the Controller on financial matters, while maintaining strong, positive working relationships with all college departments. Analyzes, reviews and makes recommendations in procurement and accounts payable services, policies, and procedures.

ESSENTIAL DUTIES AND RESPONSIBILITIES include:

  • Serves as the Purchasing Agent of the College in inputting and processing all purchase requisitions into the J1 system, assigning Purchase Orders, and completing the order.
  • Supervises & manages the daily operations of the Purchasing/Accounts Payable Department to ensure that business is conducted in a timely, efficient, effective and ethical manner.
  • Evaluates, recommends, and develops college-wide policies and procedures for the implementation of standards that represent best methods for purchasing and accounts payable while conforming to state statutes, regulations and laws governing public institutions and state agencies.
  • Draft and analyze bids, quotes, contracts and/or other agreements while assuring compliance with applicable laws, guidelines and prime contract terms.
  • Responsible for identifying and driving high-impact opportunities to improve, promote, develop, and implement new procurement processes.
  • Manage all accounts payable functions including, but not limited to, customer/vendor relations, check disbursements.
  • Prepare and manage production of all reports and documentation as required for internal and external constituents and state and federal agencies.
  • Responsible for verifying the accuracy of payment authorizations by other departments to include ensuring verification of proper invoice amounts, past due balances and credit memos, exemption of sales tax and proper coding in accordance with the Office of Management and Enterprise Services.
  • Ensures all federal, state, local, and department reports are prepared, maintained, and submitted timely including but not limited to1099 filing with appropriate agencies and tax related matters.
  • Meets regularly with staff to assess trends of issues, suggestions, and corrective actions. Keeps the administration abreast of problems and escalate as necessary for timely resolutions.
  • Monitors contracts and expenses; researches best practices and processes to assist department managers throughout the college on effective utilization of college’s financial resources.
  • Conducts periodic training workshops to promote awareness of departmental services, processes and procedures and the college’s accountability measures.
  • Participates in the year-end closing process by ensuring that year-end processes and procedures are completed to close out procurement relevant documents.
  • Ability to independently prepare reports, presentations and correspondence with minimal guidance.
  • Assist with daily operations related to the financial management of the organization, along with other general duties as assigned.

SUMMARY: 

Under the immediate supervision of the Director of Human Resources, the Staff Assistant to Human Resources is responsible for providing support to the Director of Human Resources and in all areas pertaining to Human Resources.

ESSENTAIL DUTIES AND RESPONSIBILITIES include:
