NOC to present grant application in November

Northern Oklahoma College regents heard a sneak preview of a presentation from college administrators Dr. Marsh Howard and Jeremy Hise for a $5.9 million Tobacco Settlement Endowment Trust (TSET) grant application in November.

A total of 167 grant applications were received, NOC is one of 31 applications that have reached the current phase.  College officials should receive word on the application in November.

The NOC financial report was presented by Vice President for Financial Affairs Anita Simpson.  She also presented information for the regents regarding economic impact for the area.  Simpson said the payroll for NOC employees living in Oklahoma is $11.9 million for 2024-25.  She added that NOC paid Oklahoma vendors a total of $14.9 million for fiscal year 2024-25.

In administrator updates, Vice President for Academic Affairs Dr. Shelly Mencacci reported that the quality of the NOC Fine Arts production of “The Foreigner” was amazing.

“The performance of our students was very high quality,” she said.  “I was so impressed with our students and director Nathan Oesterle.  Just an amazing job by all.”

Vice President for Development & Community Relations Sheri Snyder reported that everyone enjoyed Terry Bradshaw at the Fall 2025 Renfro Lectureship Program.

“We are so appreciative of Carl (Renfro) and Brenda (Renfro) for their continued support of this program,” she said.

Jeremy Hise, Vice President for NOC Enid, reported that 141 students attended an ACT Prep Workshop at NOC Enid.

“We appreciate the job Harli Dodge has done in helping bring so many students to campus,” he said.

Vice President for Enrollment Dr. Rick Edgington said that NOC enrollment for Fall 2025 shows a 1% increase in headcount from Fall 2024 and is the same in credit hour production.

Dr. Marsh Howard, Vice President for NOC Stillwater, reported that NOC will be sponsoring the Harvest Festival in Stillwater Nov. 4 from 4 p.m. – 10 p.m.

Vice President for Student Affairs Jason Johnson reported that he and Dean of Students Ryan Paul attended some meetings with the Oklahoma State University Police Department.

“This meeting was very productive,” Johnson said.  “We will continue to have discussions with OSU and we appreciate the partnership with OSU at our Stillwater campus.

In the president’s report, Diana Morris reported that President’s Leadership Council students spent four days in Washington, D.C.

“I am so pleased that our students can have these educational experiences at NOC,” she said.

She also reported that current NOC Foundation Trustee Tom Poole was inducted into the Oklahoma Association of Community College (OACC) Hall of Fame in September.

The regents also approved a declaration of surplus property for NOC.  An online auction will be held to sell the surplus items in the future.

Also, the June 2026 meeting was rescheduled for Tuesday, June 23.

The next meeting is Wednesday, Nov. 19 at NOC Stillwater in the Brown Board Room at 2 p.m.
