Drew Ewbank sworn in as new NOC regent

 Northern Oklahoma College welcomed new regent Andrew Ewbank at Wednesday’s board of regent meeting in Tonkawa.

Ewbank, an attorney from Enid, was sworn in by NOC President Diana Morris Watkins.

Regent chair Mike Loftis welcomed Ewbank to the five-member board.

“Welcome Drew, we’ve got a good group of people here at a wonderful institution.  I am awfully proud to serve it and I hope you will find it to be a good experience.”

“We are very pleased Regent Ewbank has joined the NOC Board of Regents,” said Morris Watkins.  “He has a strong record of being a champion for public education and we are grateful he is choosing to share his talents with us at Northern.”

Ewbank is a native of Northwest Oklahoma where he is a founding member of Ewbank & Hennigh, PLLC.

Ewbank’s law firm serves all of Oklahoma, but particularly Northwest Oklahoma in all areas of practice, including all federal courts in Oklahoma. He focuses his practice on real estate transactions, estate planning, probate and trust administration, personal injury, and business transactions.  He graduated from Oklahoma State University with a BBA in Economics, then completed law school at Oklahoma City University where he graduated Cum Laude.  Prior to law school, he served as the CFO of a small wireless internet service provider connecting rural Oklahoma and Texas to broadband internet.

Ewbank was named to Enid’s 10 Under 40 by the Enid Young Professionals Association.  He also received the Journal Record’s Achievers Under 40 Award, recognizing leaders from across the state of Oklahoma.

In his career, Ewbank was named Garfield County Outstanding Young Lawyer and was honored to receive the Ann Overstreet Pro Bono Award for chairing the Veteran’s Legal Clinic providing free legal advice to Veterans.

Ewbank and his wife Ashley live outside Enid.  Drew and Ashley have two sons, Baylor and Wade.

The board of regents consist of Mike Loftis, chairman; Brad Fox, vice-chair; Sandy Mulligan, secretary; Jami Groendyke, member; and Drew Eubank, member.

In other business, the regents approved a number of documents for the 2025-26 academic year including the Course Catalog, Student Handbook, Athletic Handbook, and Employee Handbook.

Vice President for Financial Affairs Anita Simpson presented the financial reports, then approved by the regents.

The board also approved a number of monthly purchases over $25,000 including flooring at several locations on the Tonkawa campus, parking lot improvements on the Tonkawa campus, establishing a water well on the Tonkawa campus, a tractor for maintenance, and NOC’s Learning Management System renewal.

NOC Vice President for Student Affairs Jason Johnson reported that 11 NOC athletic teams were named 2025 Academic All-American Teams and 92 NOC athletes were named Academic All-Americans by the NJCAA.

Vice President for NOC Enid Jeremy Hise reported that NOC hosted a Phillips University reunion and was pleased that NOC can continue to build the legacy with Phillips University graduates on the NOC Enid campus.

Vice President of Academic Affairs Dr. Shelly Mencacci discussed NOC’s new AI policy that was included in the school’s course catalog.   She said the policy took a year to create.

“I believe this policy will work well for faculty, staff, and students,” she said.

Vice President for Development & Community Relations Sheri Snyder reported that Dina Kleinmann (Printing Services Director), Paige Larson (Graphic Designer), Shiloh Martin (Photographer/Videographer), and Rachel Kirk (Marketing) received awards at the recent Oklahoma College Public Relations Association Conference.

Dr. Marsh Howard, Vice President for Stillwater, reported that a number of grants are being submitted including one for First Generation students.

Dr. Rick Edgington, Vice-President for Enrollment Management, reported on Summer and Fall Enrollment.  He said that students continue to enroll for fall with another targeted enrollment date set for early August.

In the president’s report, President Watkins reported that meetings are underway with Northwestern Oklahoma State University and Oklahoma State University in an effort to continue to build relationships and partnerships with those institutions.

The next meeting is Wednesday, Sept. 24th in at NOC Enid.

Northern Oklahoma College, the state’s first public two-year community college, is a multi-campus, land-grant institution that provides high quality, accessible, and affordable educational opportunities and services.

NOC serves nearly 3,100 students through the home campus in Tonkawa, branch in Enid, and NOC/OSU Gateway Program in Stillwater.  Of these students about 80% receive financial aid and/or scholarships. 75% of NOC students complete their degree with zero debt.

The college is accredited by the Higher Learning Commission and offers associate degrees in three general areas: Arts, Science and Applied Science; the Accreditation Council for Business Schools and Programs; and the Accreditation Commission for Education and Nursing.
